In this article, we will review the case when "The app "2c9c2c63-63ce-48bd-a9e3-f5617bb072a3" does not exist" error occurs when adding/refreshing the Project Online connection.
To add or refresh the Project Online connection, the tenant Global Administrator's consent is required to allow Integration Hub access to your Microsoft 365 tenant.
Admin consent should be granted only once. When consent is granted, any user account credentials without admin permissions can be used to add/refresh the Project Online connection.
To resolve the issue, perform the following:
1. Ask your Azure Global Administrator to grant consent for the Integration Hub enterprise app.
For this, please copy the following URL for granting tenant-wide admin consent:

As you open the URL with the Azure Global Administrator account in the browser, the grant consent window will be opened. Click on the ‘Accept’ button to grant the Integration Hub app permissions to access your tenant.
The message that appears after granting consent is expected. You can ignore it and close the browser tab.
That browser tab may be closed after redirection.
The following permissions will be granted to the Integration Hub application:

Access selected site collections:
Allow the application to access a subset of site collections without a signed-in user. The specific site collections and the permissions granted will be configured in SharePoint Online. -
Sign in and read user profile:
Allows users to sign in to the app and allows the app to read the profile of signed-in users. It also allows the app to read basic company information of signed-in users.
Integration Hub application will be added to the Microsoft 365 tenant. It can be managed in the Azure Enterprise applications.
